Yes but it's against the terms of service, which ironically this picture is about ignoring haha. Those people run the risk of getting their account closed for stealing and reposting artwork other people have made, so please do not do this. 

If you want an image-sharing site, you need to use Tumblr instead! You can customize your blog on there, and it'll look way better. There's also way more people on Tumblr than Deviantart, and you can post whatever you want on your blog and it's not against the rules.
