Grand Moff Tarkin, supreme Governor of the entire Outer Rim on behalf of Emperor Palpatine, is widely considered to be the face of the Galactic Empire. His philosophies came to influence the policies outlined in Imperial Communiqué #001044.92v, which was named the Tarkin Doctrine in his honor. The Tarkin Doctrine, also known as the Rule of Fear, outlined how the Galaxy could be brought to heel through state terrorism, and the mere threat of force alone. Adhering to the tenets of the Tarkin Doctrine, members of the Imperial Department of Military Research would form a secret Think Tank known as the Tarkin Initiative. They would work in concert with the Imperial Security Bureau, who would provide their squads of Death Troopers as guards.

Led by Director Orson Krennic, the Tarkin Initiative would be responsible for the development of the Death Star, a moon-sized battle station armed with a superlaser capable of destroying an entire planet. While master weapons designers like Bevel Lemelisk and Umak Leth supervised the station's superstructure and armaments, the leading scientist of crystallography Dr. Galen Erso was tasked with researching the properties of Kyber Crystals for use in the superlaser. He worked willingly at first, believing that he was working on clean energy. When he found out the truth, he traveled away with his family into hiding. Director Krennic tracked them down to Lah'mu, where he killed Galen's wife Lyra Erso, and took him back to the Empire. In retribution, the Doctor engineered a hidden yet critical weakness into the first Death Star; a thermal exhaust port leading directly to the energy core.

Bevel Lemelisk is the original mastermind of the Death Star from the Expanded Universe, and he still is here; Orson Krennic may have administrated the project, and Galen Erso may have created the laser, but Lemelisk is still the principle creator.

And for those of you unfamiliar with Umak Leth, he's the designer of the Galaxy Gun, originally appearing in the Dark Empire comics.
