How do you get that frosty/soft look with photoshop?

Duplicate the image, blur the duplicate a number of times, then tone the opacity down however you'd like. It makes for a really nice effect. x3

That's Awesum, I've been Trying how to figure that out for a couple weeks now, I've seen it on a couple peices. I've just been applying white filters to see if that did it, but NO Luck. No Wonder Why
