Depending on how tame they are, even if they are really tame i still wouldn't let them outside. I have let 2 of my birds outside, but only because their wings were clipped and because they can't fly very well.
Chances of the parakeet flying away are very high and you may not see them again D: I had a tame budgie, but she escaped and I never saw her again :c
I'm not all that sure if they really respond to their names, you may want to ask someone who has actually hand fed their budgie and has a really strong bond with them. If you have the patience, you can actually train your parakeet to talk.
Overall they make very great pet birds for starters :3

Yup ^^ all my parakeets, cockatiel and house finch are all in the same aviary except my African Grey... he rather stay in the cage we have in the house, he feels more comfortable and hes' kinda shy around the parakeets... hes' actually kinda scared of them. But I did bring him in the bath this time, he was on my knee though.

trying to catch them in a large cage is hard work... but my grey is the easiest to get out
