I'm suddenly reminded that there is a character I must design, and it's for a setting I'm not too familiar with. Maybe I could enlist your services?

The setting is the thing I'm not good with. Distant-future/modern-ish place similar to Earth. I can't even describe it, lols.
I named her Lyria and she's about 19 - 21. I know I want to give her strawberry blonde hair, though I'm torn between short hair and medium-length hair. Short hair is cute, but I'm not very good at making it look interesting. I also can't style it, I think. Long hair seems boring, but pretty and easy to style.
I keep wanting to give her blue eyes, but that's so normal for me. I need something new! Haha. I'm sure you understand that. ._. The hardest part will be her main outfit. She lives in a strict military-like school, and probably wears a uniform.
I wonder if I can get away with some of the "students" personalizing their uniforms. *tilts head*

The length of her hair is something that could depend on her story. There are many reasons why her hair could be the way that her hair is. For example:
Someone close to her was being picked on for having boyish short hair, so she cut her own off to support her friend.
Someone she admired always wore that hairstyle and she is wearing it to imitate that person.
She tried to dye it red once as the answer to a dare but the dye wouldn't stay in completely, and now she has a pink gradient favoring the tips.
It is a family rule that she must keep her hair long but because her school is strict, she has her hair tightly braided at all times.
