That's on purpose. The style of bra for this shape was popular in the late 1900s since it conformed to the shape of a perky breast and was considered attractive. You can look up "bullet bra" on google. The shabby line is a fragment of ragged petal from the flowers.

Just keep in mind that beauty rarely comes in one form and often there's a lot of beauty even in ugliness.
