General things
For the background I don't outline with pencil. I use a very pale grey watercolour pencil to lightly outline the "big" things, like the pavilion, the tree trunk (not leaves), the wall/roof, the edge of the water, the bench, the stone carving behind the bench, and the big tree branches behind Koyu.
Although I use watercolour pencils, I only draw directly on the paper when I outline. For the rest, I take another piece of paper, and colour very thicky on it. Then I wet the brush, drop a few drops of water on the patch of colour, mix the water with the colour with the brush. Then paint from this patch of wet colour, like "normal" (same as when you use watercolour that you squeeze out from a tube and mix with water).
Colouring
In this picture, because I want a wintry/grey look for the background, I was actually painting with just greys and (very diluted) black, like a black and white photo. I added the colours after the shading etc was done.
Whites
The white bushes and leaves of the tree in the very far background is just the white of the paper, that is, NOT painting any colour.
But I wanted the snow in the near background to stand out more. Do you see patches of very bright white on the snow on the brances behind Koyu, and on the stone carving behind the bench?
For that bright white colour, I used white opaque water colour from a tube. I squeeze some on a palette, and use it very thickly, wetting the brush just enough to pick up the paint.

wow! now that I've recovered from my speechlessness ... wow!
I like how, despite the snow and wintry-cold, there is so much warmth in the scene. Must be your choice of a warmish hue in the stone carvings and walls ... and is that bright sunlight beaming down at the top left hand corner (above Koyu's head)?
Lovely details. Really like the snow-laden branches and twigs -- especially the spindly bushes in the background!
