yes they are wearing "uniforms" they're just allowed to customize the gloves, shoes and vest as long as they have the white dress shirt and black dress pants + bowtie

Blue Caelum is from a well off family and recently got out of college. in school he was (and still is) known as the city's biggest flirt to ever exist! he's often scolded for flirting with the customers while on the job but due to his amazing performance and good looks/charms he has been allowed to continue working at the cafe (much to many's amazement and bewilderment)
He comes from an average family household, a hardworking father and a stay at home mom. he's also a single child and very people oriented, this people affinity making him great as being a waiter.
currently he has no real love interest and just flirts for fun (he never flirts with married couples btw)
