She normally lives inside because there's no way to let her go out whenever she wants from our apartment. But with the collar she can at least be in the sun sometimes.

Ok, but that still doesn't really explain the collar
Are you afraid she might run off when you don't put on the collar, or are pets not allowed without collars there, or maybe a completely different reason?

I'm not afraif she wpuld run off, I am sure of it. And I don't want to stay outside and wait for her to come back for hours. So she has to wear a collar.
