English, but I'm going to copy-paste this bit from the description because it's important:
This reclist is ridiculously basic. I mean, it's like bare bones....Seriously, I suggest you find a better one. For recording a full English voicebank I highly recommend Recording a CV-VC bank. CV is not built for English, and therefore does not work well beyond basic speaking/singing functions. For English I recommend you look up CZ's reclist, as it is widely known for producing some of the the most understandable English in UTAU (It's labeled VCCV since it is recorded a bit differently).

Copy-pasting general pronunciation from the description if that's okay;
'a' is the a sound in 'farm'
'e' is the e sound in 'epic'
'i' is the vowel sound in  'keep'
'o' is the o sound in 'open'
'u' is the u sound in 'fluke'
'ai' is the first vowel sound in 'ice'
As far as 'ei' and 'oi' go, I already had a couple samples in my sta.sh
Ei Oi and Kwa
'ah' is the a sound in 'at'
'ih' is the i sound in 'it'
'uh' is the u sound in 'under'
'rya ryo ryu' type sounds Ryo
'tsu' type sounds How To tsu
'rr' syllables are the English r sounds, like in 'run'

Yes you can, but only CV USTs, and it won't be fluent at English. Most English USTs are made in CVVC form--more specifically the VCCV reclist made be PaintedCZ ^^

What do you mean? Do you mean that it makes a sudden drop, or is it more like a weird static sound? If it makes a weird noise in the middle of certain sounds it may be an FRQ problem. If you want to upload it to mediafire or something I don't mind taking a look at it.

Oh, ad I wanted to mention, since this reclist is a basic English CV one, I wanted to say that if you want your UTAU to sing purely in English you need to look into a CVVC bank ^^

This could be a few things:
Have you OTOed the voicebank yet?
Is it aliased properly/written in the same lettering system as the UST?
Is it all of the time, or only in certain USTs?

1. I don't know what otoing is or how to oto,
2. Both the voicebank and ust are romaji,
3. It happens all the time, even though the sound is right there.
(I didn't finish this utau yet, but I know that it won't play certain sounds)

Okay, OTOing should fix the silence problem. Here's a tutorial on that I made, I xplain what an OTO is and how to do it there ^w^ If that doesn't work let me know and we'll go from there~

Oto doesn't work ._. (Edit: It should also be worth mentioning that I tried everything that I could find and understand. I don't really have any friends who use utau so I'm alone on this.)

i in- l 'ie'

etc, or would you simply record them in sound form like

Thank you greatly, that does indeed make sense. Haha, It's just the British accent is freaking weird with different sounds, so when I see an 'a' I'm compelled to make an 'ay' sound, as that's the way I was taught with speaking. Pshh. Thank you again! This is sure going to help with making my Japanese utau sound a little more natural with some English words~

The 'i' sound would be pronounced 'ee' because of the way USTs are written.
Also, do you mean they're going to be English exclusive? If that's the case then you won't want a CV bank. I'm not sure if you saw this in the description or not, so I'm gonna copy paste it (If you have then sorry! I'm just trying to help ><)

Due to the nature of the English language, the type of voice bank that fits it best is called 'CV-VC'. CV stands for Consonant Vowel-Vowel Consonant. This works best for the English language because of the structure of its words. Take for example the word 'Noise'. With a CV-VC voicebank you can use two sounds to create this word rather than 3 of 4. (Keep in mind that the syllables are written differently in USTs, and so a proper CV-VC reclist will look different, but for this explanation's purpose, let's just do it this way...) To say noise, you'd need two sounds. 'No' (Consonant Vowel) and 'ees' (Vowel Consonant). It's generally very hard to replicate this effect with just a CV voicebank since the UTAU program will want to play the entire sound, and therefore won't want to end on a consonant. After it's been recorded, the CV-VC bank is much better suited for English words, and is FAR more natural sounding. You can usually understand CV-VC English banks compared to the awkwardness of a CV one. If you have more questions, or this explanation didn't make any sense to you, drop me a line!
