1. Because villians don't go around town like your average citizen, they'd be plotting schemes elsewhere. (Who doesn't?)
2. As far as intelligence goes, Gaston hasn't got much braincells to say the least.

True, though I think he's smarter than he seems-he appears to know about some of Belle's weak points and takes advantage of them, and knows about the social system of marriage and money. After all, Belle's also the richest girl in town-she's wearing blue!

Not officially. Her town dress is blue, a color that was expensive at the time. My theory is that her mom was from the merchant class and left a hefty sum of money used to pay for the dress, as well as Maurice's tools used for inventions.
