This is pretty damn cool. Seeing it in Akuma's pose from SF4 makes look like it could/should be an alt.

If you ever played the first Street Fighter EX, that's basically exactly what Kairi was. They changed him in the EX2 and 3, and unfortunately we'll probably never see him in another SF game, but god damn was he fun to play as. Arika made the SFEX series around the same time Capcom was doing Alpha 2 and 3, and they felt more like SSF2T, having a more deliberate pacing and no A-ism stuff. While polygon animated, the gameplay was strictly 2D, like SF4. Several of Arika's original characters went on to feature in their own fighting games, and if I remember correctly Capcom would have to license the rights to use them in another Street Fighter, which is a shame because some of them were great; SFEX1 Kairi and Hokuto (a girl in gi top and hakama who fought using an aikido/judo like focus on turning your opponents' movement against them) being personal faves.
In the SFEX games, shoto characters didn't have the tatsumaki-sempu-kyaku roundhouse special (except for Ryu who had it as a Super Move), instead they had the Sempu-Kyaku; a repeatable, rekka-like version of Yun and Yang's Dragon Kicks, where you could control the angle of the attack and leap by the strength of kick you used. So Kairi had the fireball, an x4 Sempu-Kyaku (most only went to x3), dragon punch, and Akuma's diagonal air-fireball. His supers were a super fireball, super diagonal air fireball, and super dive kick + rising knee combo. Because supers only used 1/3 of a meter, and you could cancel back and forth between the super air fireball and dive kick, Kairi could chain them together, and if you pulled off 3 in a row it often gave you the energy to do a fourth. It was hard to execute fast enough to hit with all four, but incredibly satisfying.
