It's a novel-verse pic (with the characterizations based on the Iron Man novels by Peter David and Alexander Irvine), and I don't think the novelverse!Jarvis would let Pepper anywhere near his controls (if he has any by that point...). He doesn't seem to be terribly fond of her.
