Although they're based off of older designs, I believe they're replicas. That's why Emily looks so young.
I have a theory on the TV show. Each episode takes place 39 years in the past, since Season 1 was released in 1984, and it tells the first Railway series stories that were written in 1945. This means Emily first arrived to Sodor in 1964, and was also built in 1964. As for Gina, I'm gonna say she was built sometime between 1974, and 1976.

I prefer to think they're the genuine articles. An engine doesn't have to have an old looking face to be old. If Sodor were real, I wouldn't expect Thomas to have an old looking face, for example, and there's plenty of other examples. Edward has a somewhat youthful face too. Skarloey, Rheneas, Bertram, Whiff...etc.

Look up their build dates. These are engines from the late 1800's.

I don't think date of basis built is the right way to determine age of engines.Β I mean look at Duke, Skarloey and Rheneas for example,Β Skarloey and Rheneas were both built in the 1860s and Duke was built in 1879 yet Duke looks and acts older than them.

Aging seems to act different for different engines. I.E. let's take Thomas for example. At least according to SirTophamNWR, he's an absolute grouch these days. Duke is younger than Skarloey and Rheneas, but has "aged" more quickly, making him sort of a de facto senior citizen I suppose.
Aging is a confusing thing with these characters. Old characters acting young, younger characters acting old...
