That's a fake. Someone just grafted a fan-made Alex skin onto Abel's model and dumped him into a SF5 screenshot. His shadow looks too similar to Charlie's, and most of all, the visuals don't even come close to the current build they're going to have for E3.
I still think Alex is in the game though.
