Well, Bowser is a major powerhouse with multiple forms. Dreamy Bowser, from Mario & Luigi Dream Team, is widely classified as his strongest form. How strong though I don't know. But I have heard, that he's either a Galaxy Threat, or even a Universal Threat.

Well, I don't know about being out of Doomsday's league, especially if it's a Composite Bowser.Β After all, in the Galaxy games, Bowser did survive a galaxy-destroying black hole without the aid of anyone in that game. And in Mario & Luigi: Dream Team, Dreamy Bowser is often classifies as Bowser's strongest form.
