I love drawing dragons in flight. ^^
Medium: Photoshop + adesso tablet (I know, I'm probably the only ditigal tablet artist that isn't using a wacom. xD)
Time: Uhh, I'm really bad at keeping track. 15-20 total hours maybe?

You can see how I did it in the video. It goes really fast though, so it might be hard to pick up.
Basically, start with a gradient behind the sketch to lay down the basic colors. Then go in with a big brush (semi-transparent) and do the darker parts, getting lighter as you draw closer to the setting sun. Then come in with the darkest "bright/vibrant" color (red in this case) and color and the bottom of the dark streaks (because the sun here is illuminating from below), and the clouds that are on a lower atmospheric layer. It is very helpful to study pictures of clouds to do this.
Then gradually get the oranges/pinks and yellows involved as you work your way closer to where the sun is.

Is it just me or does the island look a little like Berk from HTTYD?

I was going to say: "Aren't islands supposed to be surrounded by water?"
Then I realized that snow is a form of water, and it is indeed surrounded by it! xD *fail*
I don't remember what that island looks like from memory, but I do remember the arches and columns in the sea that they flew through, and I can see how you would make that connection, especially with the dragons flying around. ^^
