With the cerebral ability to understand all languages, Cypher was considered to be one of the weakest New Mutants. He was best friends with Warlock, but was killed while defending Wolfsbane in battle. He was forcibly resurrected during Necrosha, and soon returned to the X-Men as a powerful strategist.Related content

my idea for cypher for my marvel project wont be a mutant but will be a normal teenager who knows a lot of languages and will be a part of my team X-factor who would be their translator

If that's the way you go, then cool, but doesn't making him a non mutant remove much of the point of him?
Doug's a mutant, with all the crap that that entails (being hated by non-mutnats, being targetted by Sentinels just like all the other mutants etc), but the only power he gets out of it, rather than flying, or energy bolts, or super strength, is he can speak and understand foreign languages.

I think having the mutant power to speak or understand foreign languages is not really a mutant power in my point of view
