It is, its called Acela, operates at ~150mph between Boston and D.C. Speed is based on the location.

"Connecticut" (top arc) "Commuter Rail" (lower arc). Amtrak has sold eight of their P40s to the Connecticut Department of Transportation for use on the "Shore Line East" commuter service to supplement the six GP40s they run. Considering only one or two trains is active at any given time, fourteen engines seemed like a bit of overkill to me at first, but I've also seen the ConnDOT P40s operating on MetroNorth's Waterbury line and presumably they make it onto Danbury branch as well.

Eight to CTDot for Shore Line East service, and another four to NJ Transit. Out of the forty-four initially ordered, another seventeen are mothballed as best I know, leaving only fifteen in service.
