If you're using colored pencils, and you want a light look I usually go mostly vertical, but kinda tilted. If you want a solid dark color use it in circles to make a nice even finish ^^ Shading I tend to use a darker color and just color over the base color. Some people like to use a desaturated darker color but that depends on how bright you want it to be ^^
