I'm not sure what they are scientifically called, but they are the flaps/bulges found on most Iguana species' faces. (exaggerated of course) Look at this picture of an Iguana to see what I mean X

They usually have those under their chins aka lower jaws.

Not on the side of the face.

You are semi-right. I just looked it up and those are called "Jowls" and they are attached at the cheek and the jaws (also even the ear! ) See here: X

But lets be honest, pokemon designs are not totally accurate to nature XD Its fine to exaggerate or change anatomy for pokemon designs. Plus these are old, I'd draw it differently if I were to draw these again.
