Dragon Rider AU where Izuku isn't allowed to be a rider because of his lack of magic

Shouto is Endevor's "legacy"
he was kept from dying as a baby by a witch hired by his father to keep him alive, too keep him alive his head was spit in 2 (fire and ice don't mix well, especially when it can't decide whether or not to breath fire or ice)

Shouto doesn't like Izuku at first but Izuku goes incognito, enters a tournament thingy magiger for bonding dragon and rider pairs & when deku beats his butt he becomes curious.
(deku has a helmet on, no one knows who he is.)

Shouto can't transform into his human form because his head is split (cue adventure to put his noggins back together)
