Hmm... I think the main problem with the chest looking too flat is two things:
1) the cut of the dress. This particular style, while quite fetching on most everyone, tends to down play the size of a woman's brests. Even dolly pardon with her triple d's would look somewhat smaller in a dress cut like that. It's the line of the cut. Extend V's do that because they draw the eye lower than the chest which make the body look longer and therefore the breasts look longer which in turn flatens them out.
2) the darkness of the clothing combined with her hair. on the unfinished peice (your uncolored one) the first problem was mostly negated due to the fact that you could see the curve of her breast past her hair. in this one, the hair and the dress mix and it's hard to tell where one ends and the other begins which makes the hard lines you drew to indicate the bottom/side of the brests that show even harder which leads the chest to look flater. a sugesstion for future pics: if you choose to use this stly of cut, make the clothing a contrating color to the model's hair color.
Also: to make her face look a little less flat, try bringing out more highlights (either red or blue tones) around the top of her head and sides of her face. Otherwise the somewhat flat mass of hair that most screen resolutions show (and I know mine is better than others, but even it is having a hard time picking up any highlights and I know I saw a couple) simple dulls the face.
P.S. the detail work on the metal/sequins is really awsome and I think this a great picture overall. Just as I said in my previous review.

her upper hand seems a little wierd to me and her chest seems a little flat but other then that its beautiful. No, really, i love it. the detail and the pose is just amazing you captured her beatuy and sexuality very well

Lovely details on her outfit and accessories, though the press of her breasts seems a little flat. Can't quite put my finger on why though. Did you make up the background?

There are alot mistakes, like the hands, and the white of her eyes is -too- white, but besides all this, it is a wonderfull piece of art. Very beautifull hair. You like 3D style, ne?

The picture is vey well done.
Constructive critisim: The right hand (the one at the top) is a little off. I think it's mostly the coloring and lack of darker contrat colors to define it.
Unfortunetly I can't tell if she's reaching forward with it or tilting it backward, both of wich would look good on this picture.
