That depends on your definition of "dark", I suppose. And also what you consider to be "true" Hecate.
But I did play up the dark for her NeOlympian role, but I would never go so far as to say she didn't have any "dark" elements. She lived in the Underworld, was a guide for the spirits of the dead, had a black dog familiar, had her priestesses dress in dark robes to perform ritual under the moon at midnight, etc.

I know she's the Goddess of Magic due to her being often associated with Isis, but what else is she over in Mythology and in NeOlympus? Is she connected to Circe by any chance?

Some legends say that Circe is the daughter of Hecate. I go with Circe being a "spiritual daughter" of Hecate in that Circe was a devout worshipper of Hecate and through her worship she was given the secrets of magic.

Hecate is the Underworld-dwelling Goddess of Crossroads, Doors, Magic, Witchcraft, Holistic Medicine, Poison, Necromancy, and Sorcery. She is also the goddess that punishes hosts that bring harm or ruin to their guests.
