When you apologise, you are saying that you were in the wrong for insert reason here. You can't blame someone else in an apology.

I used to have a friend who did this.
"I'm really sorry I did that, but you know, you were..."
Come to think of it, I'm pretty sure she decided it was always my fault anyway, even if she didn't speak it.
