The effects of that weapon remind me of this one item, the Mace of Doom, form Oblivion.
The only way to get it is through accessing the special Test Zone by means of a bug, and every time you strike with it, it creates a blast of fire that incinerates everything within it for 10 seconds, dealing 17 damage each second in addition to the damage from the weapon itself. In Oblivion, that's a whole lot.
