the perspective of the BG is a touch off, but barely enough to notice and its a lovely background with good colours to compliment the character. I think you've got a good handle on how to shade this kind of dress and folds. Your style is very good at drawing those innocent type anime girls as well XD she came out very nicely, though I think working on the shading of the skin will do well, and the highlight in the hair is a good colour, but its application could be smoother. overall, its very nice and classy looking XD good luck in that contest ^^

Yeah they always turn out looking...innocent. Which is good and all, but they make perfectly clean pictures that don't have Sweet and Young slapped all over them.
Thank you for the critique, I do need to clean it up. I've been working on making thinner lines, but it hasn't worked yet XD.

i dont use photoshop so i have no right to laugh-- in general haha
i use gimp how do you get your lines to be so clean?

After scanning a picture just color on top of the sketch. Then line with a semi transparent line, then erase to make it thin.

Yes, you can set opacity. This way, it's just a shade darker than the color your outlining
