First, I scour the interwebz for digital copies of World War II era propaganda posters, mostly American, but some British, Canadian, French, and Russian as well. Then, I "clean" them, removing the original type and sometimes, certain graphic elements. For example, since I strongly adhere to non-violence as a means of political change, I will typically remove guns from the original art. If the work involved is too complex for my limited digital skills, I enlist the help of two other deviants, *Nibiana, and ~ryuzo, without whom I could not do this work. I am very grateful to both of them for lending their technical expertise even though I pay them for their work.
Once I have a clean canvas so to speak, then I lay in the new type., using none other than PowerPoint. If you read the link, you'll see that this is a part of my artistic philosophy: I think agit-prop should be cheap and fast to produce and within the technical and financial means of anyone who wants to produce it, even if they do not have professional level technical skills or sophisticated software.
Almost always, the original art is in the public domain, so no copyright issues are involved. If the work is copyrighted, I will either get permission to use it, or, assert a "fair use" exemption under the copyright act. Since parody and political commentary are specifically recognized exemptions under the copyright act, and since my work is non-commercial in nature and does not adversely affect the market value of the originals, I believe I am on solid legal ground in those cases. In any event I have never been challenged in this regard and have never received a cease and desist order from the artist of an original piece that I have parodied.
As I noted in the Journal piece cited above, my method involves working in a manner just the opposite of that of most artists who conceive an idea and then go about visualizing it. I, on the other hand, find a graphic that I think has potential appeal, and then create a progressive message that fits it.
