Actually, after seeing this, I looked up America-Belarus relations. Wikipedia tells me that we are not on fantastic terms. America feels that Belarus' democtatic system is fractured or incomplete, and we've been trying to improve that. Belarus has accused us of meddling in her affairs. It got even worse when we accused her of harboring Saddam Hussein and his sons in Minsk. That pissed her off.
