Thw lugia is wagging it's tail from side to side. It also blinks.This is to one of my lovely friends, ~lugia513 . She really liked my current icon and wondered if I would make a similar of lugia to her, and so I did
(I'm only taking requests by friends)Even if this was made for it is free to use for everyone else too, if you want. Just remember was the one who made it.
