Isn't it cute?....They don't have genders so I wasn't quite sure what to do, at least with the Legendary Pokemon I can go by their assumed genders based on behavior and voices
But he/she/it is cute though ♥
....Staryu don't have eyes....

I imagine it as a brown skin-suit with large hand-gloves and boot-legs
Over that you wear a yellow one-piece swimsuit (as a note, the back of the swimsuit is brown colored) and this sort of harness-belt thing with the jewel on it (the bands attach to the front of the brown suit with sewn in clips, the middle bands will attach to the yellow swimsuit)
Then you just need the yellow half-bracelet that fits securely around your upper arm and the yellow blindfold and you're done
....I just told you how to make the cosplay outfit for this didn't I?
