Okay so I'm really weird and I asked my mom about this and she said that it is legal for two minors to have consensual sex. And then I looked it up, too, and by reading Wikipedia, I determined that it depends widely on where you live. In some places, once you hit puberty, two people are allowed to have consensual sex with one another, but in other places it's 18.
Besides, I think that most of the stories that put them together put them around an age where it's not creepy that they're together. Like 16 or something.

16 is the legal age of consent. If you're 16-17 you can have sex with a partner of up to six years older. Anything older than that is statutory. When you're 18 you can have a partner of whatever age you want. Any younger than 16 and it's statutory no matter what.
I don't know this because of the internet, I know this because of first hand experience seeing it happen. My mother is a psychologist and spends a lot of time in court defending her patients and this kind of thing happens.
