Actually, this guy is some shameless hulk "inspired" mutant from the show "Static Shock" (does anyone even remember this show?) I remember first watching this episode as a little kid and getting an uncomfortable feeling whenever he showed up.
I'm a little bummed out that this guy only got one episode. I rather enjoyed him, I though his ridiculousness was hilarious. Maybe I should draw permafrost next..
