looks kinda like you used cutout filter... just slightly.

I drew it out all by hand and used no filters (I refuse to use filters)
I then used some Adobe Illustrator magic to clean up all the lines and make my photoshop drawing into a clean line drawing then colored it.
I can show you how to do it later

lol, I don't waste my time with people who try to do that. And besides, anyone who thinks they are smart enough to yap at me like that and impress me, they don't, because I'm a lot smarter than them and I'll counter analyze it and make them eat their words.
Thanks though. When I go about drawing an established character, I do my best to make it exact.

Yup. I really love watching the old Segar Popeyes (B&W for the most part.)

that's because after the transition to color, they got rid of Segar. Paramount stole Popeye away from him and replaced him, pretty much ruining Popeye.
