I plan on doing a shiny Kirlia next, since it would seem no one's done a shiny Kirlia yet. ^^
Gardevoir and Kirlia both belong to Nintendo.

It's a font called "Arcadepix," which you can download. Are you asking how to add text to pictures in general?

There's a text tool in Paint, Photoshop, GIMP, and pretty much every other picture-editor worth its salt. It's usually marked with an uppercase "T". Just click it, click where you want the text to go, and type away.
