Description CRANKY
NEUTRAL -Denture Pop- The Mario Wiki claims that in Donkey Kong Country Tropical Freeze Dixie Kong and Cranky Kong use a "Bubble gum popgun" and "Denture popgun" respectively but this is not actually the case. If you look closely you'll see that Cranky doesn't wield a gun at all, he just seems to throw false teeth independently. This make more sense in context and will also offer a nice bouncing projectile!
SIDE -Barrel Roll- It surprises me that after many character changes Donkey Kong still doesn't have a special ability where he tosses a barrel, though I can understand why they might have deliberately left him as a close range fighter. If you subscribe to the school of thought that Cranky is actually the original Donkey Kong then it should only seem natural to include this move. Smaller than the usual item receptacles and (usually) empty, the barrel can be rolled away from Cranky or, if you hold the button down, he'll hop on top and roll along the stage.
UP -Balloon- A simple recovery using a 1-up balloon. Rather slow and non-damaging plus the balloon can be popped. Maybe there's a better recovery option...?
DOWN -Pogo Cane- Cranky's now signature move, using this in the air will cause him to shoot straight down, stick first. Upon contact with the floor (or an opponents head) you'll jump and gain incredible height. If you're rad enough to take the risk you can attempt this while off stage, bounce off an opponent's head and actually gain more height than the balloon!
FINAL -BANANA JUICE- (I don't recall if this was the first Final Smash idea I had for Cranky, but now it's the only one I can think of) Since Cranky is (according to him) the greatest game character of all time, he can prove this with a swig of this magical juice. He turns gold and gains temporary invincibility and extra power.

Why CRANKY?
So this is how this all started. I had been playing Donkey Kong Country Tropical Freeze, a game which had been given significant exposure while in development, and wondering why the Donkey Kong series did not manage to get a third character. The game brings back Dixie Kong as playable after many years of hiatus and introduces Cranky Kong as a first time hero. Many people have been clamoring for Dixie, which I think is sensible, but personally I think Cranky would simply be funnier. He is as old as the Donkey Kong Country series itself so his significance in the series is cemented and we now know that he's battle capable so why not?
There was one issue I had with Cranky in Tropical Freeze though. He wasn't very Cranky! His whole schtick is that he's a big headed grouch who only offers praise grudgingly but he was positively pleasant in Retro's latest game!

What are his chances?
Middling. As mentioned Dixie tends to be the most popular new Kong so Cranky would probably not appear before she does. For a new Smash game it might be possible for them both to make an appearance but for DLC it's unlikely we'll see two characters from the same franchise.

VERDICT
Entirely possible, though I personally couldn't make the choice between whether to feature Cranky or Dixie***

I thought it was pretty cool that Cranky was playable in Tropical Freeze, especially since it means his talk of doing better than DK and Diddy can be put to action. That said I feel he shouldn't get in over Dixie and K Rool. While he's been around longer than Dixie and shows up in all DKC games while Dixie is absent in the first game and Returns, Dixie is playable in three out of DKC games and was the star of third game. I wouldn't really be bother if he got in Smash before her but I admit it wouldn't be fair. And as for K Rool (I know you had him in your last set of characters so I'm talking about your choices specifically) I think it'd be better to have him over Cranky since he's highly-requested, the main villain of the series, has more moveset potential and he'd be pretty visually distinctive instead of a being another Kong. Cranky should only get in after those two, but then the problem with that is there is no need for five playable DK characters.

As for Cranky himself the Cane Bounce is a must. Other than using the cane as a melee weapon however I feel there isn't much material to work with for him. I thought it was kinda lame how in Tropical Freeze they gave Dixie and Cranky copy-cat moves that mimic Diddy's peanut popguns (even though you said Cranky throws them they still function the same in that game). The balloon is nice reference to the Green Balloon item in DKCR3D and Tropical Freeze, although I'd personally change Villager's Up Special to be that (but he'd be holding onto the present attached) since while a great recovery, there wasn't really a need to give him a Balloon Fight move. Not a fan of the Final Smash since it seems like a generic "super mode" kind of one. As cliche as it sounds I think ones involving him turning into Arcade Donkey Kong are much better personally, although you sort of touched on that with Barrel Roll.

I think those are pretty sensible points.
I love the DKC games but I'm not actually invested enough to really care which one of those three gets in first.

I know K. Rool is popular and I can never really decide whether I like him a lot or not but it feels like they're trying to phase him out these days, since we haven't seen Kremlings for a good long while.

However, despite the fact that I thought the Snowmads were an excellent collection of bad guys: they were interesting and fit their theme perfectly, I don't think we should be promoting Fredrik any time soon.

Then again, that's only because he isn't really given much of a character in Tropical Freeze. He appears as the last boss, fights you in a distinctly K.Roolian manner and then disappears. If they decided to keep him around and evolve him into a series villain I'd be okay with that. The tropical/arctic contrast between the Kongs and the Snowmads would work well, since I always felt the Kremlings were supposed to have some clever connection to between crocodiles and apes, but I don't think they do.

As I said, I was sure I had another Final Smash idea but I don't remember what it was. Transforming into 'Classic DK' is a bit too Mr Game & Watch/Octopus to me, which I actually don't like as an ability, but if they actually make him 3D and "realistic" instead of pixelly it could be quite cool.

Heh, well DKC (the first one, didn't even know it had sequels when I was a kid) was one of the first games I ever played and is one of the games that defined my childhood, so I am very passionate about it. Which is what makes it even more disheartening to see the neglect it receives in Smash by Sakurai.

Lord Fredrik was a cool (no pun intended) idea for a villain, but the fact that they just made most of his boss fight mimic K Rool's after they said the reason they didn't want K Rool was because they wanted to try something new really annoyed me. Add to the fact that he may not return made his potential utterly squandered.

As for the Final Smash, perhaps you're right. I didn't think of making him a 3D version of Arcade DK, which would be kinda cool to see.

That's a fair point about Fredrik mimicking K. Rool, I do recall his battle being quite memorable, because Retro are pretty good at their set pieces, but yeah, his actually battle mechanics weren't anything special.

I did actually try to include his victrola into his moveset somewhere but coudln't think of anything.

What we need is a "Mushroomy Kingdom" version of the construction site, all dusty and covered in cobwebs since Cranky left it.

I can understand why old characters don't tend to be heroes in games, but it would be great to give him a chance!
