How does one get the brushes into the GIMP program?

Right side, click download under "add to favourites"

go into Program Files\Gimp 2\share\gimp\2.0\brushes and you can just drop the Glitter folder in there from the .zip!
(this is how my directory looks..please note that I downloaded gimp ages ago, and this is my laptop which I rarely use for my art projects xD;Β still, I hope it's helpful!!)

With brushes in Gimp 2.8 more effects can be created by adjusting the paint dynamics like pressure opacity Jitter brush spacing ect. I thought of making a similar brush set once, thanks for sharing.
