White Star liners were British registered, so the government could requisition them for service whenever and however they liked.
After their loss in WW1, the Germans had to surrender most of their merchant fleet and certain ships were allocated to certain nations.
Cunard bought Imperator/Berengaria for £500,000 and White Star purchased Bismarck/Majestic on the stocks for £1,000,000. I am not sure how much Homeric cost.
The cheapest route for WS would have been to re-engine Homeric during construction with geared turbines.

i am not so sure that they purchased Columbus-then-turned-Homeric. Columbus was a war prize. WSL received Columbus and Bismarck to replace the loss of Titanic and Britannic.

I don't understand what that has to do with anything. All I know is White Star purchased the Columbus and Bismarck from the British government who had been awarded the ships as war reservations.
