...I mean, if she's going to wear a thing like that, why not just go naked and *paint* it on? It's not like it's giving her much support. XD I suppose it makes a difference to look at it from a woman's point of view, though. XD
I do think you've done a nice job on this. ^^ It does convey what it means to, and I can appreciate your skill even though I, as an American, am very proud that, seeing as how we have the ability to allow others the chance to be free and seek their own happiness, we have used this power to help other nations. People tell how awful America is, how it is warmongering... they have no perception of the outside world. They should be thankful they are able to even say these kinds of things without being shot for sedition.

Not really sure if I understand the message. I don't think we have used nukes since WWII. Do you mean the floating bombs symbolize the potential threat of using them? And the nieve look on the girl, does that mean you think America is nieve when it comes to the amount of power it wields?
As far as the technique and style of the picture, I get that very much. It looks great!

Magnificent smooth shading and sense of atmosphere
one thing I find rather humorous was America being a girl when usually people would think of it as some giant dude unable to swat the nat due to his own muscles... -shifty eyes- where that came from? we may never know
Love the t-shirt, was it actually fun to do? did you use opacity or actually make the colors that tint?
