which version do you have?
normally you just press "alt" and then move the mouse between the two layers, the mouse changes his form, and then just click.
alternative you just press right click on the layer that should be clipped (the top one XD) and there should be a thing like "create clipping mask"

It's called Adobe Photoshop Elements Editor 10.0
hmm this alt button just copies the layer...aww and right click just gives me options like "move the layer to the top" Dx
oh well, there is something that kinda works like a clipping mask but it's messy and the edges are still blank if I color over it bleh

hmm. so SAI, Clip studio paint or photoshop would be the way to go for nice programs.
sai is the cheapest (44€). but also buggiest and not so good support when it comes to tablets. (had some troubles in the past with that lol)
clip studio paint is cheap too (46€). maybe because no one knows this lol. is fairly stable. and is practical photoshop. except CSP has also real vector graphics support, a stabilizer and tons of features XD even for comics and all. which is no surprise since it was manga studio before XD but many artists are using this one.
and then there is photoshop. well, industry standard but pricey. and you have a subscription plan (11,89€/month for PS CC and lightroom). the brushes here are infinite XD brushes for everything lol but CSP has a really easy brush creator as well XD so yeah XD

you can always get those progs for free if you know ways. I wont judge 
and there are tons of programs on the dirty side of the internet in form of torrents *cough* XD
(but use a VPN client while loading *hint hint* XD)

If you'd like to, you should do a tutorial sometime on how you draw, detail and shade eyes. The eyes and hair in this picture are absolutely gorgeous!
