The pitch is much better, but it wouldn't be so much a demonic voice as an extremely deep one. Cimmerian talks in a more charming manner. He is an elder who holds himself in high esteem, so he carries himself as a calm gentleman in spite of his psychotic actions.

After reading the summery of his backstory (dark and interesting, BTW), I kinda wonder. What was his first atrocity, or at least the very one that set him on the map???

This dragon is the perfect character for evil. I like that he doesn't have no backstory and he doesn't care who he kills. He just was meant to be the ultimate evil.

He actually does have a backstory: he is a dragon elder who moved on from hoarding trinkets and is now hoarding memories of the ones he terrorizes instead. This allows him to travel freely and grow even bigger than the other dragons. He spent centuries training himself to be in complete control of his greed, so that it wouldn't cloud his thoughts and 'ruin his fun'. He commits atrocities, then intentionally disappears for years until he becomes a legend. All he has to do next is rear his head and everyone who has heard the stories about him will be immediately frightened, increasing his size and strength without him having to lift a claw, since what he desires is to see the horrified expressions on other creatures' faces and not treasure.

He's the kind of character that is pretty much impossible to defeat. Some evils you just have to wait for them to die on their own.

If you ask me on how to take out a dragon, I would suggest nerve gas. Lots and lots of nerve gas. Perhaps with white phosphorus and chlorine trifluoride added to the mix.

In the real world, maybe, but this is FiM. I doubt they do warfare like that It is also unknown if these things would even affect a dragon.
Discord is one of the best weapons Equestria has against him thusfar, although he is a little bit of resistance to magic due to experience.
