Aww~ That's cute! The eye is really well done!
Alrighty, the number one thing I notice is that the head is disproportionate. I can tell because it has more width than length. The word "chibi" means small or sometimes comparable to a child. It is basically an anime head with chubby cheeks =w=. You have the idea but you didn't quite draw the head right. You need to draw the head similar but childish version of the characters head.
