Actualy, this is another form of surf.
The guy waits for the wave on the sand, and then he "jumps" on the water with the board, going against the wave in the begining, and then geting the traditional surf position.
This kind of surf is only possible in beaches where the waves break very close to the sand border.
This is why he's so close to the sand in the picture.

Oh yeah. Kind of like skim boarding, but this one has more wave.
