Thanks to too many hours playing Crusader Kings II, it's possible the Pride Lands either run on a system where the closest blood relative within the pride's boarders has a claim to the throne (So if Simba wasn't chased out as a cub, which would be an unofficial exile, the throne would have been all Scar's with none of his nieces or nephews that left having as much of a legitimate claim).
OR they're using a form ofΒ Ultimogeniture, which means the youngest child is the family's heir. But if that were the case and Mufasa had more children, it'd make Scar's claim to the kingdom dubious at best (but he can always have the hyenas chase or kill any of his nieces or nephews that show up before they can rightfully challenge him for control of the pride lands. Simba would've just been the only one to make it through the horde of minions.)
OR the lions do a divine claim thing and the current ruler just names an heir (any heir, doesn't matter, might not even be blood-related) and that's that.

And thinking about him killing Mufasa's previous cubs to keep his position as the next line to the throne is scary but so believable.Β

I did always think Mufasa and Sarabi seemed a bit old when they had Simba. My theory was just that they did have cubs before Simba, however they either miscarried or they were too weak at birth. That or maybe Simba wasn't the first family member Scar targeted. He does seem like quite a bit of an outcast in the pride now does he.
