Well, my rents are till a tad toucy about it, because I'm only 16 and stuff, so it might be a while before I need it. Yeh, I want something tribal.

that is all too familiar (if my ma knew I wanted a tattoo she would disown me then kill me) but I am 18 and so I am gonna get one just before I leave for university
As for your design... I have a few basic questions:
Tribal Tattoo (any specific themes? [In the past I have had things like stars and dragons])
Where do you want it?
Rough Dimensions?
Shape?
How Many Colors? (I recommend just black as colours tend do fade and look horrible also they fade at different rates)

I dunno about a theme, just some patterny thing. Upper back, between the wing bones. Just plain black. Thats all I really know so far.
