he simply removed the background of a 2D picture drawn by someone else to be used as stock without there permission 

 An actual render is a 2D picture made from a 3D program sometimes made for stock,but not always.

what he is doing, and hundreds of others on this site is illegal and against deviantarts copyright policy.

Ya, I try my best to make people aware of this, but a lot of people don't care or are on there side. You are usually able to tell it was 3D, it somtimes looks like a sculpt or a figurime, not entirely flat sketch colors like this

Well at least you try and dont give up as easy!! I can tell if its 3D sometimes not all the time. Have people said any rude comments to you about this? Have you ever said it do the drawer or supposedly saying he/she drew it?

Rude comments are only the first half of things people do. Most of them never admit to what they do is illegal or completely deny its against the rules usually because "everyone else does it" I try to let the original artist know to the best I can,but sometimes I can't find them. Alot "renders" come from japanese artists who don't know how this site works. Its very sad to know a lot of artist can't really do anything about there art, and deviantart is taking there sweet time on report claims by those who report it unless its typed out in a lawyer-like manor or is by the artist.

no, this is not a render. a render is creating a 2D image from a 3D model usually for the purpose of stock and resources.
