OMG, I'm so proud of this, my first animation!!! It's the first 9 seconds of Sailor Moon's Eternal Transformation from the end of Sailor Moon SuperS and Sailor Moon Stars.This thing took like 4 days to do
It's a little choppy, but it's my first animation, what do 'ya want?

I used Photoshop CS3, I took screenshots from videos of the transformations on YouTube and I bring it up in PS(Photoshop) and I only trace the things that are tricky, like here, I traced the heart shape and the wings, so I could get them right. and I did this for every frame, a total of 88 frames
The rest, I use the pen tool and set one point down, and evenly space the circles down, relative to where they are on the pic I captured, tweaking it as I need to make it look symmetrical. and I do it half at a time, then I copy and paste it and flip it horizontally to make the other side identical

I'm using Photoshop. It's not a professional animating thing, but if you do enough frames, you can make it look really great.
And of course!! It's actually a simple process, just tedious. =3

I'm using CS3, but I started using CS4. They're very similar, the only difference I've noticed is that you can scroll off the sides of the side of the pic in CS4, in CS3, you've gotta press 'F' to do that.
