I think your problem is that there are no highlights, so people can't tell which way the light is coming from. It makes your hair look like one big block

if you look above the layer menu, there is "clipping group" under "preserve opacy", if you clip a new layer on the base colour you can draw with other colours on the new one, and it goes only on the selected base colour area... I hope this could help o.o.. sorry I'm not very good in explaining things in english >///<

you don't need to merge the layers btw, you can still do the settings of hue and saturation for the hair by selecting the folder that has all the hair layers in it

People don't use the pale original red because it's too bright to be as a hair, So they use a darker or light version of it. owo
Candy red, Is one of the red color degrees, Not everyone uses that color as hair so it's unique! And your character's hair's color is a dark version of candy red :3
