The thing Ulfric doesn't understand is that the Dominion want this to happen.
If the empire and the stormcloaks are at war, all they have to do is sit back and watch everyone kill each other, and then just walk in and finish the job.
If Skyrim goes independant (from driving the empire out) and they need reinforcements, the empire will refuse to help because why help the very people who told you to GTFO?
