terrific job. i like the colors in his hair. his body (particularly his back) looks a little unfinished compared to his face and hair, but i understand that isn't where the focus of the piece is. still, very beautiful work.

I might do a tutorial sooner or later. It's really not as hard as people think, just very time consuming sometimes.

Colors are VERY tricky sometimes. I think she usually starts out with a color palette in mind, whereas I don't really have any plans for the picture beforehand. Usually I use very basic colors to start with, because I'm also color impaired. What i usually do for , let's say skin, is pick a base color (usually a pinkish brown) and then use the eyedropper tool to select a shade lighter and darker to highlight and shade with. No crazy colors just yet. The highlight shade should be a little desaturated and the darker shade should be higher in saturation than the base color but not a whole lot. It blends better that way. Then use a hard round brush (or your brush of choice. I usually stay away from soft edge brushes cause they give it a plastic look.) and set it to 60% opacity and 40% flow and if you're using a tablet set it to pen pressure on the opacity. That way it acts like a paintbrush and you can press lightly or hard depending on where you want it to be most opaque. Really the painting part is all up to the artist because everyone does different things.
As for the weirder colors, once you get your base shading and whatnot down then you can mess with your color balance adjustment thingy and change colors of shading and highlights etc, according to what you now want the colors to be. Where your lightsource is you want to pick a color that's most prominent in the background, make it lighter (if it isn't already) and paint highlights on the curves the light would hit with the strange color. That's pretty much the only way I do colors cause, like you, they confuse the hell out of me. I don't know how people put a million colors in the picture cause it's far too complicated to me. Just always follow a light source if you have it. That should tell you where to put things. If you need use reference for light. If you're doing a person it doesn't matter if the reference picture is different than your model because all you need to see is where light goes. And remember that a color from the background will always reflect on people/objects if it's got a bit of light in it. (ie: like how computer/tv screens reflect blue on your skin in all the highlighted areas. Look at your skin in different lights. That does help.
That was a pretty crappy explanation but I'll make sure and do a real tutorial soon. OH! and a tip! Most people don't tell you this and I had to figure out on my own, but it was dramatically easier!! When you have a sketch layer, of course put your base color below it, just like people tell you in tutorials, BUT when you're ready to highlight and shade and detail create another layer ABOVE your sketch layer and do it there because when you're doing things like noses or eyes under the sketch it becomes very difficult to gauge how well it's coming out unless you're constantly clicking and unclicking your sketch layer. It's annoying and is SO much easier if you just do your detailing on the layer above cause you can see exactly where you need to put things and know what it looks like.
Hope that helped a little, things are hard to explain without pictures X___X

Oh...before I do though....are there any specifics that you think I should touch on besides color?

I'm going to try. In fact I had a piece in mind for it...and it should be fairly easy, so I might try and start that in the next few days.
